Lil baby boa wont eat...?

so we had a batch this year of 21 out of which only one wont eat, we are experienced keepers and theres nothing wrong with the set up, we've checked heating, lighting, temp, humidity and bedding all seems fine, but this lil guy is so placid that he ill not snap he will not even hiss we have never known a snake like him for around an hour i was attempting to get him to snap at his food so i could assist feed but he was having none of it didnt even hiss at me to bugger off, i have offered him everything i can get hold of and scented it with everything else he's had pinks scented with lizards, frogs, rabbits, guinnie, mice and rats, they've been brained with the above aswell, he's been offered fluffs aswell but still no feed, we've made sure he feels safe and secure when offering him the food and left him in dark hide to feed but still nothing, im at my wits end with this lil guy he's the only non feeder we've ever had and boy is he becoming troublesome, what else can i do?? oh he is a common and currently 3 weeks he's had his first shed and got it off in one too... any idea's.....
