If a normal person who doesn't know a bugger about web design and wants me to make website for him/her ...?

and I make it, how is the deal of publishing that web site, she/he obiously doesn't have a server for me to do that... how can i use a hosting service to do that if they charge me? how is the deal? how?O.o
