I see people on ebay selling invitations with disney characters on them, how is this possible?

I've looked forever online and cannot find information on how it is possible for people on websites such as ebay to sell invitations with characters such as Fancy Nancy, Elmo and Princess and the Frog on them. If anyone has any information on how this is possible and the process of getting the rights I would be very thankful for the information.
