Does anyone know what the texas pest control laws are for apartments?

im dealing with a serious roach infestation no matter what i do the little buggers keep coming back full force. ive mentioned it to my managers multiple time but they only say ok we will be there later then they never show up. ive googled, and binged and im finding nothing so if anyone knows about the laws on pest control in texas for apartments i would really appreciate it
